What are packaging EPR fees?
Extended Producer Responsibility (EPR) makes the producer that places packaging on the market pay for its end-of-life collection and recycling. You pay a fee to a national scheme or producer- responsibility organisation (PRO), usually charged per material by weight. The more packaging you place on a market — and the harder it is to recycle — the more you pay.
Why EPR fees vary so much by country
EPR is national, not EU-wide: France (CITEO), Italy (CONAI), Germany (dual systems), Spain (Ecoembes/Ecovidrio) and every other member state set their own tariffs, which change yearly. The same tray or bottle can cost several times more in one market than another, so a multi-market portfolio needs a per-country view. This estimator seeds representative mid-points for the biggest markets and lets you replace each rate with your PRO's published tariff.
Eco-modulation: recyclability cuts the fee
Most schemes reward recyclable, easy-to-sort packaging with a lower fee and penalise composites and hard-to-recycle formats. The EU Packaging and Packaging Waste Regulation (PPWR) pushes fee modulation toward consistent, recyclability-based criteria across the Union — so design choices increasingly show up directly in your EPR bill.
