PPWR Compliance Software: How to Choose (2026)

With the EU Packaging and Packaging Waste Regulation (PPWR) applying since 12 August 2026, a lot of “packaging compliance software” has appeared — but the tools are not the same shape, and the right one depends on whether you’re a manufacturer, a brand owner, or an importer/distributor. This is an honest guide to the capabilities that matter, the main types of tool on the market, and where VerdLynx fits.

What to look for in PPWR compliance software

Two things applied on day one (12 August 2026) with no grace period, and they are live now, so start there:

• Substances & PFAS — the restriction on PFAS in food-contact packaging plus heavy-metal limits. Can it check lab Certificate-of-Analysis values against the thresholds?
• Declaration of Conformity — the mandatory Annex VIII declaration. Does it draft the DoC and support human sign-off, or only score packaging?

Then the requirements that phase in later, and the operational ones:

• Recyclability grading (A/B/C from 2030), on-pack markings (no earlier than August 2028 — the implementing acts that fix the date are still pending), and Digital Product Passports — see our DPP guide.
• EPR fee planning — national scheme fees vary widely by country; a good tool helps you budget them (try our free EPR fee estimator).
• Supplier DoC collection — if you import or distribute, you must gather and retain your suppliers’ declarations.
• Audit trail & retention (5–10 years), EU data residency, and — if you want one system for more than packaging — multi-framework support.

The main types of PPWR software

Most tools on the market fall into one of these categories. Named examples are illustrative, and each factual claim carries the date we last read it at source — the dates are listed at the foot of this page. Verify current features directly, since this space moves fast.

Packaging data / PIM platforms

Specification-management systems that centralise packaging data and add a PPWR layer — strong on portfolio data, EPR fee calculation and life-cycle assessment. Packa is the established DACH FMCG example. Best if your primary need is managing large amounts of packaging specification data.

Recyclability & EPR specialists

Tools built around design-for-recycling assessment and country-by-country EPR fees with eco-modulation. Recyda is a well-funded example. Best if recyclability optimisation across many national schemes is your focus.

Evidence-collection & audit tools

Platforms focused on gathering supplier documents and producing audit-ready records. Coolset sits here and bundles other frameworks (CSRD, EUDR). Certivo is further along than pure collection on its own account: it advertises certificate extraction, expiry monitoring and PFAS threshold checking, and it validates incoming certificates against recyclability requirements. Best for importers and distributors whose main job is collecting, checking and retaining suppliers' declarations.

US-first EPR tools with an EU add-on

Products built primarily for US state EPR (California SB 54, Oregon, Colorado…) that offer PPWR as a secondary “EU readiness” check, such as Packgine. Best if the US is your primary market and the EU is a smaller add-on.

Enterprise EPR-fee & compliance suites

Large enterprise platforms where PPWR is one module inside a broader product-compliance suite, usually leading with cross-border EPR fee calculation — connect your ERP, pull packaging data, and the tool works out what you owe in each member state. osapiens (whose HUB, in a June 2026 partnership with GreenDot, offers an AI-driven EPR-compliance platform across Europe) is the best-funded example; these also generate a DoC as a suite feature. Best if you’re a larger organisation that wants multi-country EPR fees and reporting folded into one enterprise system and can run a procurement cycle. Worth knowing: the lead capability is fee calculation, which is a different obligation from the Declaration of Conformity — the two are not the same thing.

Supply-chain-compliance incumbents

Large supplier-compliance platforms (REACH, RoHS, EUDR, PFAS) adding PPWR as a module inside an existing suite. IntegrityNext — 600+ customers with millions of suppliers on its network — added PPWR capabilities in June 2026: packaging portfolio management, food-contact tagging with PFAS checks, substance-threshold assessment, technical documentation and signed DoCs, and AI parsing of supplier BOM/FMD documents. Assent has a similar profile. Their strength is the installed supplier network and procurement trust; the model is collecting supplier-declared data at scale — bills of materials and material disclosures, i.e. what the supplier says is in the packaging, as distinct from laboratory-measured values or the artwork itself. Sales-led (demo/quote), best if you’re an enterprise already running one of these platforms for other frameworks.

Self-serve DoC generators

A newer wave timed to the deadline: self-serve tools whose core job is generating the Annex VIII Declaration of Conformity and collecting supplier documents. PAQR (documentation-readiness meter, supplier portal, free trial, and it publishes signed declarations in all 24 official EU languages), Packliance + CHI (cyclos-HTP’s DE/EN tool for Article 39 DoCs and technical documentation, live July 2026) and PPWR Check (freemium SME quick-check) sit here. An honest concession: on the surface these overlap with VerdLynx — self-serve, DoC-first, supplier collection. The difference is narrower than it was, and the next section says exactly what it is.

EU-PPWR-native platforms

Tools built EU-PPWR-first, using AI on the actual documents and artwork rather than only scoring structured data. This is where VerdLynx sits.

Where VerdLynx fits

VerdLynx is an EU-PPWR-native platform — not a US EPR tool with an EU checkbox, and not a data-management suite with a compliance add-on.

Several of the tools above now hold measured laboratory values and check them against the Article 5 thresholds — PAQR flags results over the heavy metal and PFAS limits, and PPWR Connect's API models a measured value with the test report it came from. The difference is how the number gets there. In those products someone types it off the Certificate of Analysis, or a supplier declares it on a form. • Supplier DoC collection for importers/distributors, and EU-hosted data (Supabase, Paris).
• Self-serve with transparent pricing, rather than sales-led enterprise contracts.

In the interest of an honest comparison: VerdLynx starts with EU PPWR — UK pEPR and other markets are on the roadmap, not live yet — and it doesn’t (today) do full LCA/carbon footprint or deep PIM data management. Packgine’s cards are also “contact sales,” though its FAQ has carried reported figures around $1,200–$4,500 per quarter (roughly $400–$1,500 / month) for 5–20 SKUs (reported, July 2026 — verify directly). The incumbents (IntegrityNext, Assent) are enterprise-sales-led too.

So if transparent, self-serve pricing matters — start small, no procurement cycle — that favours VerdLynx. If you need an enterprise contract with an account team, the sales-led platforms are built for that.
